This is definitely a work in progress, as spelled out by the picture above. That is the actual file, dump 4.2 graphics included as placeholders until the code is complete. Android Police asking for the source that gave them dump it to give a little insight, and he responded with the video below.
As you can see, there is a movement of dual-under-swipe is required to access the Quick Settings interface, swiping again after first getting the notifications screen. Presumably, this will give users faster access to WiFi, airplane mode, and other device settings are present in some Android UIs.
Sounds like a welcome change, although we're not quite sure how intuitive motion-down double-swipe will use. From the looks of things, though, there is still much work to be done, so maybe I can tweak how you access the Quick Settings between now and when Android 4.2 was launched.
